Most people prefer look for a free slot on a server, rather than join in a 0 players server and wait that a few more players join. Will people buy CS:S if there is just a bunch of gamers to play with? It's a multiplayer gamer, so multiple players are need. About servers, the more players, the more servers. There will always be a free server to join. I'm sure that Valve wont permit a non-steam HL2, but CS:S looks interesting for a while.
