Hehe, forgot which list this is! Under linux, for just start/stop and file browsing I use webmin/usermin. Just create a custom commands for each person with access to commands that control just the appropriate server.

I started using gamepanel (gamepanel.org) and it's great. You can use it for starting/stopping just about anything (I have it controlling media player as well, to fix the mm timer in windows).
