The content servers could provide the server lists. Have the content servers provide them in order of ping from themselves. Seeing as your content server is chosen by the lowest ping this could provide a better solution, although admittedly not perfect.
Valve are smart, I reckon they could figure out a solution over lunch if they care to think about it. But do they care enough to change the system completely to fix it?
