That should do it, for a temp fix.

But it would be mush easier to nicely ask Valve for a fix, beacause
newbies like me mabye having troubles doing such a script. And you
should have a possibility to have more than 200 bans on your server
default without searching the net for a fix. Mabye even a possibility to
check for bans in a database?
