In my opinion it is most probably your network I have an 18man server that runs an AVERAGE of 1.5mbps. All players use hi rates and it is a very popular server. If this is hosted on a DSL line or similar make sure you have at LEAST 1.5mbit connectivity outbound and inbound. If you are running custom maps you may require more.
If you are on a bigger pipe than that check that its not being limited somewhere along the line. Also check your switch can receive large amounts of UDP traffic. Cheap netgears and co. will not handle it. Best go for a managed switch layer2 if possible.
