I have to disagree.

The normal user that are now cheating will stop if VAC is updated
regulary. The elite d00d cheater will always cheat.

The normal cheating user is the one that needs to be scared up.

We can keep up with detecting the rest of the cheaters if the larger pack
is getting caught or scared.
