*head still spinning* Anyway, my whole point that you already had done that and it didn't work. You *want* it in the server.cfg not the autoexec.cfg. And you want the server.cfg exec'ing at each map (currently the default behavior in srcds) change or else how will ban's ever get written? I have no idea what your problem is or how it can be solved. My server works with that in the server.cfg without deleting the bans. I was just saying, you had already done that.

After exec'ing the banned_user.cfg, do a listid in the server console
and see if any id's are shown.  If not, then thats part of the problem.
 It's not seeing the contents of the file.  And if you do a writeid
with "ID filter list: empty" as the current status in the server console
then whatever is in the banned_user.cfg will be removed.
