The sempron is a throttled version of an xp(or an athlon64). A sempron 2800 theoretically is not going to have the same amount of computational power due to the reduced cache. That being said i do not know how cpu cache dependent the hlds process is so it might be able to and might not. My bets are on the negative.

the CPU Usage with the Barton is 10-20% for each CS 1.6 Server. Maximum for all full servers is 70% --
