you cant have writeid and then exec banned_user.cfg... because you just write down the memory banlist (which is empty at mapchange) to banned_user.cfg and then load it.
I made a script that gathers all bans and save them to a seperate file. This file is then exec'ed on all my servers to get a "global" ban. So I dont care anymore about the banned_user.cfg getting empty.
