Yes - ls and even via any ftp client.
This has only started recently - its been fine.

Linux stores times in the filesystem in UTC. (Since in a system networked to the globe, that's the only universal time that makes sense for all viewers.) The program used to show a file's time converts it to local. What are you using to display the timestamp? ls?
