No they have NOT always been uppercase. I was annoyed when the switch to lowercase was made in February because it broke some scripts I was using and asked about it as found in this archive post:

Now valve has switched it back and your reply is to say it's always been that way. Pick one method and stick with it.... please. >They have always been upper case.
