The sv_secure flag is read only, it is set when you specify the -vacbeta
flag AND after the server has logged into the VAC backend. If you see an
error on startup in your server console about being unable to connect to
steam then you need to debug the problem. See my posts from last week
about how to debug UDP connectivity problems.
