Yes I've found that using join_after_player 1 works in the server.cfg as
well however for me the only reason to use bots is to help generate
traffic to a server.  If the bots don't join until after a real player
then it's pointless for me to even use them.

I've found that this bot configuration works after the update with the
bot cfg statements in the server.cfg

// bots config
bot_quota 6
bot_quota_mode fill
bot_difficulty 1
bot_prefix cannon_fodder_
bot_join_after_player 1

Before the update I had the following line in there to.
bot_add

but I found that with that line after a map change no one could
connect. The bots do not play until someone connects.
