I've just tested this and was able to move objects as a spectator when
holding down my use key in a public server with turbophysics.  Looks like
he's right...

sv_turbophysics 1 doesn't allow spectators to "use" objects.
It's just a bug with the option where the objects will just start bouncing
around on their own.
It usually took serveral hours (maybe a day) before they started doing this
when I enabled turbophysics on my server.

Unfortunately, the bug is severe enough that I had to remove the setting.
