I've checked setmaster

  1:  69.28.151.162:27011
  2:  69.28.151.178:27011

When the server start:

Adding master server 69.28.151.178:27011
Adding master server 69.28.151.162:27011
Connection to Steam servers successful.

Still my client cannot connect and the logs are filled with the same error.

Just to confirm, this isn't firewall or ISP related.

Some users appear to be able to connect... After a little research... It
would seem only users who have been logged onto steam for a few hours can
connect. i.e. have a valid ticket.
