Try adding +exec exec2.cfg to your command line, then in
cstrike/cfg/exec2.cfg have:

sv_logsdir      logs2
servercfgfile   server2.cfg
motdfile        motd2.txt
mapcyclefile    mapcycle2.txt
mani_path       mani_admin_plugin2
maxplayers      16
map             de_dust2

Along with any other +whatever options from the command line. Or, if you
just want to change the server config file for that one srcds instance
then add: +servercfgfile server2.cfg to your commandline. All the files,
except for the map cycle file, belong in cstrike/cfg/

What I'd like to be able to do is limit the map *list* for each server,
but I can't find any sort of command like maplistfile.
