I think that's not possible with HLTV. Users with console/RCON access
can have full control over HLTV.

Hi, everybody!
Because I rent a HLTV proxy, I'd like to disable a few commands,
'maxclients' and 'connect' for example.
Also running a normal HLDS, I know that adding '+alias hostname none'
forbids changing the server's name. But how can I forbid using certain
HLTV commands? I found nothing about this by using Google or by looking
through the SDK.
