OK, then you need to look what the system are doing.

vmstat
iostat

Dunno if linux have this program, but freebsd has systat.

systat -v 1

look if it is user, system, io or kernel that are causing these spikes.
It could be driver related. like having bad driver for something.

Also, have you tried without the kernel options?  ((lck-patches for
lowlatency, preemptive and 1000 Hz) smp-support) I would try to remove
everything but the hz and smp to start with.

Anyway, the graph looks strange. you should have load on the server at any
time. You cannot have occupied servers without any load.
