Actually, it is still ClientRegistry.blob, the file is just located under ~/.steam/ rather than in the game directory. InstallRecord.blob stores the current version of the content you have so when it talks to Steam it can quickly get the list of changes (without it you have to iterate every file and check that it is up to date).
