Width and height of the picture must be a power of 2 (4, 8, 16, 32, 64 and so on). Because the biggest texture in the original game has a resolution of 512*512 pixels, and I'd say, that's the limit. Additionally, Sprays > 120 KByte will afaik be rejected.
