they have a valid key
valid account
can join in others servers, but can't join to the local isp server,
and server is a valid ip address, no lan ip address,
this is the problem,
to the others they don't get steam ticket error
only to the local isp server.

if i set the server to sv_lan 0
only internet players can join to the server
if i set to sv_lan 1 local players get login error ,
no is steam error because local players can join in others servers only

Yes, your players have to be steam authenticated (have a valid steam
account).
On my server it's almost the same thing : my server is an internet server
(sv_lan 0) behind my router (with the correct ports forwarded). It's IP is
192.168.0.1. When I want to play on my server, (my ip is 192.168.0.2) I
only
need to be logged on steam, and run the game, like any other
player/server.
