I just bit the bullet and dumped the mani_name_ranks.txt, mani_stats.dat, mani_name_stats.dat files and the server is running fine now.
When using HLSW and do a status in the report back it does say the server is running secure, but my client server browser reports that it is insecure. I think it is a bug client side, as upon server startup it did report that it contacted the vac2 server....
