i had this problem twice. after changelevel anyone stands still, able to
throw away weapon and bomb - but the time wasnt counting and noone able
to buy.
for my server even more changelevels didnt help! plugin_pause and
unpause the CVARBLOCK solved the problem !
(no other plugins, no bots, 100er tickrate).

I had this issue too and it happened on most maps. I found that it was a
combination of SourceTV and bots, for some reason it doesn't like them
both.
