Space Empires 4 and Dangerous Waters don't run on Source and are
distributed by Steam.  Steam is just a program that distributes files.
There's some additional stuff that supports different game engines (ala
hl1 and source)  I am betting they will just update Steam to support
UnrealDED.

I assume the same way they distribute non-Half-Life games now like
Darwinia - dump a load of binary files to some location on a hard disk.
