My guess is that the steam network can't respond to the whole demand over the Internet, for EACH update they make available online.
But becoming a steam Mirror must not be as lucrative as we could think (big bandwidth costs for... for what?), that's probably why a lot of old well known mirrors cancelled their partnership...
