I've had some performance issues lately as well. I have a Dual Dual core opteron using less than 10% of cpu and my clients are complaining that the server will not maintain tickrate(fps). I have tried various settings and configs and I don't even know for sure if it's the server side that is giving the lower fps. Some of my clients think that I need to compile a better kernel on my linux servers? Could this be true?
