Impossible. you can't get small blocks of IP's, ie; a /27, only from
your upstream carrier, which doesn't care about how low the IP
address numbers are.
Also; if you decided to get your own blocks of IP's from ARIN, you
should be running BGP, or at least a default route. (also requires an
ASN, layer3 switching equipment, etc)
In other words, providers of Public Source servers do not have much
choice: either they are being allocated low IP ranges and their servers
will fill more easily (whether it is a good thing or not to them), or
they are allocated high IP ranges, and their public servers will
struggle filling up.
Again, I really don't think upstreams will hand out low ip blocks
(level3 owns 4.0.0.0/8, general electric owns 3.0.0.0/8) because your
game browser won't list them :)
2. for people wishing to rent/own a Public Source game server, filling
up easily: just make sure its IP address is as low as possible. You may
ask the provider which IP ranges he uses/has, before spending your money.
