On FreeBSD at least, you can 'man hier' and get a good description of
what files should be put in what places. The LSB specification covers
this ground for many linux systems (Red Hat derivatives
particularly), and Debian (which Ubuntu is based off of) incorporates
some of this and has their own.

In this case, if the file in /var/run is not a binary or some hidden
directory where a bunch of trash is dumped (the latter being obvious
and the former easily detected by the 'file' command), or a symlink
to either, you can probably bet it's harmless.

/var/run is pretty much the same on any unix system.
