Below is a link to a portion of some code I use to display a webpage showing the current listing of players on my CS Server and their relative stats.
http://cstrike.thepredatory.net/rcon.c It has been trimmed down to accept the rcon password and command on the command line and display any results from running that command. The server address and port are hard coded to localhost and 27015 but can be changed in the source if you need to contact a remote server or use a different port. Simply compile using gcc and this should fix your problem of running commands from the shell.
