My library for Ruby, Rcon comes with a command called 'rcontool'
which will allow you to do this. You just need ruby installed on your
machine.

There are oodles of tools which can do this, you just have to search
for them. Mine does both source and HL1/Quake/etc, which is a little
rarer.
