That is a veeeery old change but i just want to know what the hell does
that do, because i've hosted HLDS for about 4 years and i've never
before heard about that parameter.
tos just tags udp packets (outbound) no nodelay.. routers etc that
listen for QoS tags perform specific actions (like expedite traffic)
