Wall clock jitter is the cause of your fps fluctuations..

It is the Debian Distro of 2.6.18

Even though the kernel Hertz timer is set to 1000, we are locked to a
maximum of 333.

This wouldn't be to bad, except that it fluctuates massively, even when the
SRCDS processes on there are empty.

With  Windows on a Dual Core Opteron, I can get SRCDS to pretty much sit on
256fps almost constantly for each SRCDS process even with people in it. If
this is the Linux SRCDS performance issue that many of you have been talking
about then yeah I have to agree, it does suck a lot!
