It might be true that the permissions are fucked up topo, but the message "./steam: No such file or directory." comes because the operating system is 64bit and there is missing 32bit package. That is why you NEED TO INSTALL ia32-libs package in debian. If the reason were only wrong permissions, it would say "permission denied" not "No such file or directory.". That message is pretty weird error message about missing 32bit package, but thats the way it is.
