I've noticed this happening as well to our new installs in Dallas and
Houston. Re-downloading hldsupdatetool.bin from the Steam site hasn't
fixed it either. Could there be a bad content server in the region?

The only times we have had problems like yours is then
something isnt
set
proporly in the network...
check your settings to your network.
