Yeah, but this doesn't fix the interaction with Mani and eventscripts.
Eventscripts can be fixed internally.  Mani is out of luck with chat because
he triggers the actual say command which is what is broken on linux.  Mani
commands can still be executed via console, which is how I have my keys
bound anyway, not via the chat.

But my plugin is a temp fix for chat only.

One of the community gurus ( KBH Keeper) has created a temporary fix for
this. He's got a plugins website that he maintains located at
http://www.hl2plugins.com/ and I've been using the fix for a few weeks now.
It will work until valve fixes the actual problem. When/if they do, then
you'll have to remove this patch to prevent duplicate chat messages.
