only time i have seen this is when i was setting up iptables and i didn't implement them properly, what wound up happening was i couldn't resolve the hostnames of the master servers so i couldn't connect to them. In short the error has to do with not being able to connect to the master server for some reason. If you restart any of the other servers on the same box, more than likely they will break as well.
