Got any external plugins installed? I've seen this happening in CS Source a lot and when people got "slapped" with a plugin feature, this error came up. Usually it stops when player moves again but sometimes it just got left "on".

The server is running on Linux Debian Etch with SourceTV enabled. A map change stopped this flood. The flood was 10 times per second.
