I would recommend: Windows - mIRC + NoNameScript or Pidgin IM (Trillian-like multi-network IM program, supports IRC)
Linux - Xchat (simple GUI IRC Client) or irssi as mentioned, console gui, very functional or kvirc fancier more feature-rich client. Uses qt.
