Not sure about DOD 1.3, but with CS:S I have a script set to run in cron that stuffs a set of commands into the screen (to send them to the server's console), mainly writeid/writeip/exit. Then, it simply starts the server back up. If you run DOD 1.3 in a screen, this could be achieved similarly.
