AFAIK is does cache the MOTD i've had this problem, but not with dynamic info - just static. I had to change the name of the file to get it to show the new version.
As for where the MOTD is cached, i think someone mentioned that it uses IE offscreen and builds and renders a shot of the MOTD. I could be wrong about that.
