As company, if you release an update, the most decent thing you can do is
sending out a notification, no matter what you update.

I haven't noticed this personally myself yet, as I normally just update the
servers whenever I get a announcement mail on it.

I think it's not done, that if you update your user's software, you don't
take the effort of sending out a small update notice.

There have been many not annouced updates before too. This should be no 
suprise to anyone. I call these shadow updates due to their nature. I 
assume they update VAC system this way or do some minor security fixes. 
My bets are on VAC.
