I had a similar problem with CSS on Linux.

I think my map file had upper case and my mapcycle file had lower case.  The
server was fine.  The clients ended up with CRC errors.  This was hard to
debug.  I converted all files to lower case and made mapcycle have only
lower case and no more proplems.

I might have had lower case bsp files and upper case in mapcycle.  Don't
recall.  This was a pain in the @$$ to find.  Only a few of my bsp files had
this problem.

I also use mani admin.  So the problem could have been in any of the map
list type files.  Vote and such.  I just don't recall the exact details.
Was about 1 year ago.
