I think the "delay" has to do with the new patch to fix the memory leak. I'm guessing round-end is when it clears the memory used for the "equip" command, as was causing massive memory leaks, thus causing the server to pause for a second or two. I've noticed a small delay, but on my servers it really isn't that noticeable.
