Try putting "+sv_lan 1" in the command line, or try removing the "+ip" 
option from your command line (or set it to "127.0.0.1").  It seems to 
me that when I place the designate the lan port on my servers it makes 
it accessible from the wan, and when I don't, it is only accessible from 
the lan (which strikes me as odd).
