I've answered my own question. The ps_heatmaps.smx SourceMod plugin that comes with Psychostats 3.1 is swallowing a lot of logs content, including damage and hit locations from plugins such as Statsme Minimum, and HLStatsX weapon logging. It is also swallowing the logging of client ip's on connect.
I've submitted a bug report to Stormtrooper, and I am going to take a look at the plugin to see if I can figure it out on my own.
