[hlds_linux] sys_ticrate

Hello.
 
I want to set in my servers -pingboost 3 with sys_ticrate 10000 without
accelerations, to get 1000 fps stable.
 
I saw servers with this, but their owners don´t want to tell me the method
XD.
 
Any idea for this?
