"netstat -an" told me that the CS server was listening on 0.0.0.0:27015. 
  What I couldn't figure out was why, but then I tried launching it with 
+ip instead of -ip and the whole problem was solved.

Interestingly, the rest of the ports for the CS server were bound to its 
IP address.  UDP 27015 was the only one causing problems.
