You're right, it seems to do it only when the server is empty, and only
since the last update. Before the update it would immediately start a
game and spawn the four survivor bots when I started the server. Now it
connects to the master servers, but instead of starting a game, it
starts sending a heartbeat every few minutes. It only spawns the bots
and starts the game if someone connects to it (I tested this by
connecting to it manually).
I'm not sure if it is visible from the lobby system, though. The server
is remaining empty, and it was constantly full for the last several days.
