Ronny,

Thanks for the help.  I was using an A2S_SERVERQUERY_GETCHALLENGE query 
to get the challenge number, and that was indeed the problem.  Using the 
A2S_PLAYER query with a challenge number of -1 (0xFFFFFFFF) worked 
perfectly.
