1st: If your getting a lot of choke with those settings then make sure your server is on at least a 10 MB burstable too 100 line.
2nd: running sv_maxupdaterate at 100 is bad unless your on LAN specialy when your running only 20000 maxrate. You must remember that asking for 100 updates if the server cannot provide them or the client cannot receive them, will cause choke for players on the server. If the server is limited in sending out 100 updates by the maxrate command, there will be choke. if the client has limited the updaterate by having their Rate set too low, there will be choke. If the data center is good and your hardware is good then you should be able to use the following settings and it should work great. sv_maxrate 25000 sv_minrate12000 sv_minupdaterate 45 sv_maxupdaterate 55 Do not allow anything over 55 or 60 for the client updaterate, it simply is not necessary for great hitreg. These are my client settings and they are the same settings i force on every client that plays on my HLDS servers. I never hear of any complaints, just praises about how incredibly smooth my server runs and how good the hitreg is. My server specs are P4 3.2 1gig ram on a 10MB burstable to 100 MB. running DoD 1.3 classic, AMXX 1.8.1 with 72 plugins. Also running shrikebot for DoD. sys_ticrate 366 -pingboost 3. With 18 bots the CPU is at 45%. FEDORA Core 9.
